Labour's Cllr Clive Morgan will be seeking re-election. The former Falklands War veteran and Goose Green resident is defending a majority of 1,186.
Cllr Clive Morgan said, "It has been an honour to represent the area in which I live. We have achieved a lot together including the victory to retain Winstanley's green belt boundaries and I am proud to have supported local sports and community groups."
"The CAP, UKIP and Conservatives have all snubbed local people by picking candidates who do not even live in the ward they are seeking to represent."
The local election will be held on Thursday, 22nd May. The European election will also take place on this date so voters will receive two ballot papers to complete.

Cllr Paul Kenny accepted on behalf of the borough a canvas print of a photograph of the quarter final match played at the DW Stadium between England and France. Jon Dutton, formerly the operations director for the tournament, gave the canvas to me in the Mayor’s Parlour at the town hall on Thursday, 10 April.
Twenty-two thousand fans attended the match – comfortably won by the home side. I was at the game and to see so many fans at an international match at our local stadium was a special moment. It’s wonderful that Jon has thanked us with this gift. We will find a special place in the town hall to hang it.
Jon Dutton said: “The game at the DW was a huge success – as was the match at Leigh Sports Village. More than 32,000 fans attended the two games held in Wigan Borough and this played a big part in making RLWC2013 such a successful tournament. This memento is our way of saying thank you to everyone who worked so hard on this project.”
Staff from RLWC2013 will also be presenting representatives from DW Stadium and Leigh Sports Village with a special memento.
